Enter in a username (This can and will be changed after you get a character), password, and your E-mail address.
Confirm your password and do a security verification.
An E-mail will be sent to the email address you provided. In said E-mail, there will be a link for you to click. After you click it your account will be activated.
Read through all of the topics in the sidebar, especially "Rules" and "Character Guide".
Click "Join Here" in the sidebar and then go to the topic titled "Canon Template" if you're joining as a Canon character or "Custom Template" if you're joining as a Custom character.
Click "New Topic"
Insert a topic name into the correct field and then paste the template into the text field and fill it out accordingly.
Click submit and wait for a staff member to come by and look it over. If you need to fix anything they'll reply specifying what you need to fix and once you've fixed it, it'll be checked over once more and if everything's good, you're all set!
